(But works fine in 1909 or lower all the way back to WinXP.) If so, it will then be a matter of having Hauppauge bundle the drivers with WinTV v8. I'll continue in the morning with a full system reinstall of Windows + wintv + separate drivers package to test to see if this, and not antivirus settings changes, is the fix.

LatencyMon shows wdf01000.sys is the main detected file leading to high latency in 2004, much bigger than in prior win versions. With 2004, the audio and video stutters in live tv. (The device works fine from Windows XP SP3 through Win10 1909.) It began a TV channel tuning setup, and when completed, took me to the main WinTV app to watch live TV. To test, I put a FRESH install of Win 1703, 1909, 2004, 20H1, 21286, and 21354 from ISO keeping nothing on a Surface Pro 4 i5 8GB, then installed the Win TV v8 app, followed by the latest WinTV drivers. I am using the latest WinTV v8 installer (wintv8setup_35167) from the Hauppauge website, with the latest drivers (wintv-hvr-850_950q_driver_all) from the other thread ( Build 21277 - Hauppauge WinTV software stopped work - Microsoft Community).
